Resettlement Action Plan Project

Prepared and Implemented the Resettlement Action Plans (RAP) based on ADB RAP Guidelines and as such does the following for the following Thermal Power Plant and High Voltage Electric Transmission Line Projects:

  1. Identification of the Project-Affected-Persons (PAFs) within the Right-of-Way (ROW) for high voltage electric transmission line projects;
  2. Identification of damages to properties;
  3. Consultations with the concerned PAFs, NGOs and community hosts or Barangay Officials;
  4. Socioeconomic data gathering;
  5. Classification of PAFs as to type of damages, eligibility and entitlement criteria and socioeconomic characteristics;
  6. Social planning and income restoration by development of compensation options and livelihood programs for the PAFs by considering fairness and long term sustainability;
  7. Identification of the Relocations sites;
  8. Conduct of environmental impact assessment (EIA) for the relocation sites;
  9. Establishment of resettlement group who will implement the RAP for PAFs, this included staffing and budgeting, staff training and capacity building, and by considering NGOs as resettlement implementation agents; and
  10. RAP internal monitoring, review and evaluation, this include identification of monitoring indicators.

Thermal Power Plant and High Voltage Electric Transmission Line Projects

  1. 2 x 300 MW Masinloc Coal-Fired Thermal Power Project, Masinloc, Zambales, 1998-2002;
  2. 230 kV Masinloc-Labrador Transmission Line Project (1998-2002);
  3. Transmission Grid Reinforcement Project which include the following components (2000-2005):
    a) 225 km 500 ad 230 kV Labrador to San Manuel and San Jose Electric Transmission Line (T/L) Project
    b) b. 230 kV Labrador-Sual T/L Project
